Development Manager

Salford Quays, Manchester

You will manage a varied team of developers, testers and one or more scrum masters working within an agile framework.  This will be a combination of direct reports as well as third party partner resource. 

You will have a strong technical background and able to guide and lead a cross functional technical team while partnering with product managers and designers to deliver and maintain complex applications, tools, systems and services.  You will work with product owners, business owners and architecture/design to ensure your team build robust and scalable technical solutions that meet the business targets (metrics and functional requirements)

You should have demonstrable experience of working in an agile way (Scrum and Kanban), blending the core agile processes with the need to deliver.

You will work alongside the head of department and technical programme managers to define the team structure needed to deliver multiple programmes of work within budget. You will also be responsible for ensuring best practice within the development lifecycle and for ensuring that the final product is of a high technical standard and quality.  You will actively participate in key ceremonials that allow you to get the required insight into how the team is functioning.

You will be responsible for the ongoing development of full-time staff as well as building strong relationships with other key partners, such as business owners and product owners in. 

The role holder will work be a champion of agile ways of working, SDLC and development best practice while promoting sharing of information and developing a culture of inclusiveness and transparency

How will I add value in this role?

  • Line management and development of a mixed technical team

  • Creating a great culture and environment for people to work in (reflected in the monthly employee survey)

  • Collaborate with the technology and business leaders to optimise the onshore and offshore squads, including the establishment of multi-layer, collaborative engagement across multiple areas of the technology and commercial organization. 

  • Take a pragmatic approach to agile, ensure that agile processes are married with best development and test practice while maintaining and improving velocity

  • Define and update the charter, structure, and vision for your team(s) including both input and output metrics that connect team performance with broader cross-organisational customer and business outcomes

  • Build high performing, cross functional, empowered Agile teams that deliver predictably excellent results through rapid iterations

  • Responsible for hiring, goal setting, performance management, promotions, and retention strategies across your team(s).  You also participate in recruiting efforts outside of your teams

  • Create products and services that reflect a deep understanding of both customer needs and business requirements

  • Prioritize projects and goals of your team(s) in line with changes in the business based on your own proactive and autonomous engagement with relevant stakeholders

  • Provide leadership in multi-team forums (e.g. working groups, guilds) and define new ways for output improvement that are adopted across multiple teams

  • You will work closely with the head of department, TPM and product owners to stay abreast of the goals and deliverables across the department’s estate for both the quarter and the year.  You will work with the head of department and peers to ensure that we have the right resources in place to deliver the business goals

  • Understand what the squads are releasing on a weekly basis and whether or not those releases are successful.  Work with POs to understand the benefits of the changes that we are making so this can be circulated widely to staff

  • Contribute to the Risk Register at least monthly

  • You will produce weekly reporting on progress from all squads that form part of the Delivery portfolio, highlighting key risks and issues

  • Proactively contribute to the key guilds

  • Proactively contribute to the continuous improvement of the department and its practices

  • You will have the autonomy to redefine and improve existing processes, as well as define new processes as and when required to ensure that the department runs smoothly

  • Take ownership of issues and see them through to resolution

  • Work with management to foster a culture of knowledge sharing and the importance of documentation and workshops to create strength in depth within the squad.  Lead by example to aid and mentor the squad.

  • Drive continuous improvement within the squad and wider department, such as innovation initiatives, automation and process improvements

  • Act as a role model for the squads in terms of behaviours, leading by example and fostering an inclusive environment

What do I need in order to deliver in this role?

  • Solid previous experience of building and managing high performing teams·    

  • A deep understanding of agile ways of working and how to apply them to best effect in different types of organisation 

  • Passion for leadership, technology, product development, and fast paced delivery.

  • Demonstrable experience of leading agile teams and working in a product/journey-based delivery environment

  • Track record of building high performing teams, mentoring and people development

  • Experience of building a culture of trust, empowerment and self organisation

  • Technical expertise to allow you to guide and mentor senior technical staff, influence the technical direction, work closely with architecture and solution design. 

  • Excellent written and oral communication skill with comfort presenting in front of teams outside of Digital. 

  • Excellent analytical skills with comfort creating business cases for work within Digital

  • Strong stakeholder management skills

  • Occasional international travel may be required to visit our partners
